{"id":12179,"date":"2019-02-11T17:24:01","date_gmt":"2019-02-11T16:24:01","guid":{"rendered":"https:\/\/world-education-blog.org\/?p=12179"},"modified":"2022-02-01T19:55:21","modified_gmt":"2022-02-01T18:55:21","slug":"unlock-education-for-everyone","status":"publish","type":"post","link":"https:\/\/world-education-blog.org\/2019\/02\/11\/unlock-education-for-everyone\/","title":{"rendered":"Unlock education for everyone"},"content":{"rendered":"<p><em><strong>By Tisha Verma, Save the Children <\/strong><\/em><\/p>\n<p><strong>2019 is a critical year for children and young people everywhere<\/strong><strong>.\u00a0It\u2019s critical in building a world where every child gets the chance to learn.<\/strong><\/p>\n<p>The <u><a href=\"https:\/\/sustainabledevelopment.un.org\/hlpf\/2019\/\">High-Level Political Forum<\/a><\/u> (HLPF) in July in New York will include a review of Sustainable Development Goal 4 (SDG4), which promises quality inclusive education for <em>all <\/em>by 2030.<\/p>\n<p>Whilst there are some exceptions, an honest appraisal of progress towards achieving SDG4 will point to serious and often growing gaps.\u00a0 We know that too many children and young people are still being denied access to education, particularly those that face deprivation and marginalisation:<\/p>\n<ul>\n<li><u><a href=\"http:\/\/uis.unesco.org\/sites\/default\/files\/documents\/fs46-more-than-half-children-not-learning-en-2017.pdf\">262 million<\/a><\/u> children and young people remain out of school<\/li>\n<li>Refugee children are <u><a href=\"https:\/\/unesdoc.unesco.org\/ark:\/48223\/pf0000244847\">five times<\/a><\/u> more likely to be out of school<\/li>\n<li><u><a href=\"https:\/\/unesdoc.unesco.org\/ark:\/48223\/pf0000245238\">Twice<\/a><\/u> as many girls as boys will never start school<\/li>\n<li><u><a href=\"https:\/\/report.educationcommission.org\/report\/\">Half<\/a><\/u> of children with disabilities in lower and middle-income countries do not go to school.<\/li>\n<\/ul>\n<p>And when we consider those children who\u00a0<em>do<\/em>\u00a0access school, we see that many children are in school, but are not learning and are not realising their right to a quality, inclusive education. A staggering\u00a0<strong><a href=\"http:\/\/uis.unesco.org\/en\/news\/6-out-10-children-and-adolescents-are-not-learning-minimum-reading-and-math\">387 million<\/a><\/strong>\u00a0children of primary school age will not achieve minimum proficiency levels in reading; two-thirds of them \u2013 262 million \u2013 are in school.<\/p>\n<p><a href=\"https:\/\/sendmyfriend.org\/wp\/wp-content\/uploads\/2019\/02\/2019-report.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" data-attachment-id=\"12180\" data-permalink=\"https:\/\/world-education-blog.org\/2019\/02\/11\/unlock-education-for-everyone\/send-my-friend-to-school\/\" data-orig-file=\"https:\/\/i0.wp.com\/world-education-blog.org\/wp-content\/uploads\/2019\/02\/send-my-friend-to-school.png?fit=671%2C929&amp;ssl=1\" data-orig-size=\"671,929\" data-comments-opened=\"1\" data-image-meta=\"{&quot;aperture&quot;:&quot;0&quot;,&quot;credit&quot;:&quot;&quot;,&quot;camera&quot;:&quot;&quot;,&quot;caption&quot;:&quot;&quot;,&quot;created_timestamp&quot;:&quot;0&quot;,&quot;copyright&quot;:&quot;&quot;,&quot;focal_length&quot;:&quot;0&quot;,&quot;iso&quot;:&quot;0&quot;,&quot;shutter_speed&quot;:&quot;0&quot;,&quot;title&quot;:&quot;&quot;,&quot;orientation&quot;:&quot;0&quot;}\" data-image-title=\"send my friend to school\" data-image-description=\"\" data-image-caption=\"\" data-large-file=\"https:\/\/i0.wp.com\/world-education-blog.org\/wp-content\/uploads\/2019\/02\/send-my-friend-to-school.png?fit=671%2C929&amp;ssl=1\" class=\"alignleft wp-image-12180\" src=\"https:\/\/i0.wp.com\/world-education-blog.org\/wp-content\/uploads\/2019\/02\/send-my-friend-to-school.png?resize=302%2C419&#038;ssl=1\" alt=\"send my friend to school.PNG\" width=\"302\" height=\"419\" srcset=\"https:\/\/i0.wp.com\/world-education-blog.org\/wp-content\/uploads\/2019\/02\/send-my-friend-to-school.png?w=671&amp;ssl=1 671w, https:\/\/i0.wp.com\/world-education-blog.org\/wp-content\/uploads\/2019\/02\/send-my-friend-to-school.png?resize=217%2C300&amp;ssl=1 217w, https:\/\/i0.wp.com\/world-education-blog.org\/wp-content\/uploads\/2019\/02\/send-my-friend-to-school.png?resize=325%2C450&amp;ssl=1 325w\" sizes=\"auto, (max-width: 302px) 100vw, 302px\" \/><\/a>It doesn\u2019t have to be this way though, and this year poses some real opportunities to unlock education for everyone\u2014 but only if we nail down exactly how we are going to do it and where the money is going to come from.<\/p>\n<p>The <u><a href=\"https:\/\/www.sendmyfriend.org\/\">Send My Friend to School<\/a><\/u> coalition in the UK today launches their 2019 campaign, \u2018Unlock education for everyone\u2019. \u00a0Thousands of schools and young people across the UK will create and present paper keys to their local MP, calling on the UK to give all children the chance of an education.<\/p>\n<p>And the campaign has launched with a\u00a0<a href=\"https:\/\/sendmyfriend.org\/wp\/wp-content\/uploads\/2019\/02\/2019-report.pdf\">new report, \u2018Unlock Education for Everyone\u2019<\/a>, which identifies why inequality in education persists and what needs to be done to tackle it.<!--more--><\/p>\n<p><strong>Why does inequality in education persist?<\/strong><\/p>\n<p>Access to education and learning is still not a level playing field. Inequitable education systems, that are constrained by underinvestment, a lack of data and accountability, and entrenched discrimination, mean that children and young people are being denied their right to a quality, inclusive education simply because of who they are and where they live.<\/p>\n<p>We know that conflict, gender, geography, minority status and disability are all major reasons for exclusion from education. Crucially, many children experience several of these factors at the same time, in overlapping and reinforcing ways, increasing their exclusion.<\/p>\n<p>For example, conflict significantly exacerbates the barriers girls face:\u00a0<a href=\"https:\/\/unesdoc.unesco.org\/ark:\/48223\/pf0000233557\">girls in conflict-affected countries are almost two and a half times more likely to be out of school<\/a>\u00a0than those in countries that are not in conflict.\u00a0Likewise, poverty intersects with and exacerbates other forms of disadvantage:\u00a0the poorest children are <a href=\"https:\/\/www.education-inequalities.org\/\">four times more likely not to go to school than the richest, and five times less likely to complete primary education.<\/a><\/p>\n<p>To be effective, therefore, education policy and programming needs to address multiple forms of disadvantage simultaneously, but implementing this in reality can be a challenge due to a lack of investment, data, and evidence on what works at scale.<\/p>\n<p><strong>What can we do to stop inequality in education? <\/strong><\/p>\n<p>Given the scale of the problem we need action in three crucial areas if we are going to deliver quality, inclusive education for <em>all <\/em>by 2030.<\/p>\n<p><strong>GLOBAL LEADERSHIP: <\/strong>governments around the world must reaffirm and champion the <em>leave no one behind<\/em> pledge in education and use international meetings and events, including the G7, G20 and the HLPF, to press other governments and international organisations to take action to address intersecting inequalities in education<\/p>\n<p><strong>WORKING WITH COUNTRIES: <\/strong>donor governments should work with developing country partner governments and other key stakeholders to support inclusive, gender and disability responsive education sector plans and budgets to ensure that no child is left behind.<\/p>\n<p>To be able to plan and budget for education equitably, governments need robust, disaggregated data, and data systems that can identify and account for those children who are currently hidden in data sets, in order to identify the furthest behind groups and then agree actions to accelerate their progress.<\/p>\n<p>Equity Based Stepping Stone Targets (EBSST) can be a useful methodology governments can adopt to better plan and budget for equitable education systems. EBBSTs are intermediate targets for the furthest behind children and young people in education (identified through an open and participatory <em>leave no one behind<\/em> assessment process) set at regular intervals between now and 2030 that plot a trajectory for reaching SDG4.<\/p>\n<p>EBSSTs, therefore, support governments to identify who is the furthest behind in education, and, when these targets are incorporated into education sector plans, commit governments <em>to act<\/em> on advancing progress for the furthest behind.<\/p>\n<p><strong>INVESTING MORE AND MORE EQUITABLY: <\/strong>donors and developing country governments should commit to progressive universalism and allocation by need and impact (prioritising the progress of the furthest behind children) when making education-financing decisions.<\/p>\n<p>We urgently need more and better financing for education\u00a0 &#8211;\u00a0 current trends , as estimated by the 2016 Global Education Monitoring Report mean we will be <u><a href=\"http:\/\/unesdoc.unesco.org\/images\/0024\/002457\/245752e.pdf\">half a century late<\/a><\/u> in delivering SDG4. Developing countries must finance the majority of education financing &#8211; <u><a href=\"http:\/\/report.educationcommission.org\/report\/\">97%<\/a><\/u>, and to achieve this many governments need to increase the share of the budget that goes to education (to at least 20%). Domestic financing of education in many countries also needs to be better targeted as too often it is regressive; governments can improve how they spend their education budget, ensuring it reaches the furthest behind groups, by using progressive funding formulae within education budgets to allocate resources equitably.<\/p>\n<p>The international community also needs to step up.\u00a0 <a href=\"https:\/\/unesdoc.unesco.org\/ark:\/48223\/pf0000263616_eng\">Aid to education is stagnating and is not being allocated effectively or going to the countries that need it the most.<\/a> Sub-Saharan Africa is home to a significant proportion of out of school children globally, yet the region has been receiving a declining share of aid to basic education. In 2002, the region received 50% of global aid to basic education; in 2015, this number had fallen by <u><a href=\"https:\/\/unesdoc.unesco.org\/ark:\/48223\/pf0000249568\">almost half to 26%.<\/a><\/u><\/p>\n<p><strong>2019 is the year to unlock education for everyone.<\/strong><\/p>\n<p>Unless we act now we are at serious risk of depriving millions of children and their communities a future \u2013 without education we have no hope of eradicating poverty or reaching the Sustainable Development Goals.\u00a0 Next year marks ten years till the SDG4 target date \u2013 so in 2019 we have the opportunity to course correct on the inequality that still persists in education &#8211;\u00a0 especially as the <a href=\"https:\/\/world-education-blog.org\/2017\/06\/12\/the-2020-gem-report-will-be-on-inclusion-and-education\/\">2020 Global Education Monitoring report<\/a> will also focus on inclusion and education.
